Mandated Disclosures & Annual Financial Reports

Looking for Official District Budgets, Audits, or FIRST Ratings? To maintain centralized public transparency, all mandatory financial filings, annual audit balances, and state accountability ratings have been consolidated into our district-wide Annual Financial Reports, Ratings, & Budgets page. Tax Property Notice: Because Fort Sam Houston ISD resides entirely on federal military property (Joint Base San Antonio-Fort Sam Houston), the district has no local property tax base. Therefore, state-mandated postings related to local school tax rates, tax ratification elections, and the Homeowners' Bill of Rights are not applicable to our district.

In accordance with Texas Local Government Code Chapter 176 (House Bill 1491), specific district officials and vendors are required to file conflict of interest questionnaires disclosing substantial business or family relationships.

Welcome to the home page for the Assistant Superintendent for Finance and Operations!

My name is Julie P. Novak and I have been privileged to serve at FSHISD since July 2010. With over 30 years experience in school business and school district auditing, I truly appreciate how important public education is to our society as a whole.

As is common in small and medium-sized school districts, my duties includes budget, finance, risk management, safety, and oversight of child nutrition, transportation, facilities and construction services. All of these essential services work to ensure that our students and staff have the necessary resources and environment to achieve success.  I am also passionate about professional learning and am an active member of the Texas Association of School Business Officials (TASBO). My TASBO experiences include course instructor, conference and webinar presenter, and Past President.
