FSHISD School Board

Fort Sam Houston ISD is a unique Texas public school district located entirely on a military installation and governed by a five-member Board of Trustees. Board members are appointed through a structured selection process involving installation leadership, with final approval by the Texas Education Agency, and must live or work on Fort Sam Houston. Trustees are dedicated community volunteers who help guide district policies, oversee finances, and support student success. Through their service, they play a vital role in ensuring strong educational opportunities for military-connected students.

 

Andrea Nicholas, a graduate of Robert G. Cole High School, is a Training and Curriculum Specialist for Joint Base San Antonio Child and Youth Programs.  She joined the Child and Youth Program team over 26 years ago and has been committed to both age and developmentally-appropriate growth of children/youth ever since.  She believes that education should focus on developing the "whole" student by providing opportunities for cognitive, social, emotional, and physical growth.  It is her belief that these opportunities should be provided in a safe environment that promotes integrity, knowledge acquisition, individuality, and creativity.  She is devoted to ensuring the students of FSHISD receive the best education available and the District’s vision to ensure “every student is a learner, every learner is a graduate, and every graduate is a success” is the daily goal. Ms. Nicholas received a Bachelor of Science in Occupational Education with a specialization in

Management from Wayland Baptist University.  She is a mentor with Help Raise 1, 

Help Save 1 and a proud member of Iota Phi Lamdba Sorority, Inc. Gamma Phi Chapter, 

San Antonio, Texas.

I proudly serve on the Fort Sam Houston ISD Board of Trustees, 

bringing both personal experience and professional commitment to this role. 

As a third generation Army officer, I was commissioned into the

U.S. Army Medical Service Corps through ROTC at 

Cameron University in 1998. I hold a Bachelor of Science in Biology 

from Cameron University and a Master of Environmental Management from the 

University of Maryland University College.  My husband and I are raising

three children in a dual military household. Our family has navigated 

multiple moves, deployments, and transitions, and we understand the

unique challenges military families face. I know how vital it is for

schools to provide not only strong academics, but also stability, connection, and care. 

As a parent, I’ve seen how education builds confidence and character.

As a trustee, I believe every child can succeed when supported by 

excellent teachers, nurturing environments, and strong community partnerships. 

My leadership is rooted in service, transparency, and a deep commitment to others.

I’m proud to work alongside fellow trustees, educators, and families who share a strong

dedication to educational excellence. Fort Sam Houston ISD reflects the strength of

military families and the promise of public education. I am committed to helping

every student grow, achieve, and succeed in school and in life.

COL(R) Aaron J. Braxton II serves as an Adviser for the Office of the Surgeon General / United States Medical Command. COL(R) Braxton has served in a multitude of staff and leadership positions throughout his 27-plus years of federal service for the Department of the Army (DA), and the Army Medical Department (AMEDD). Previously, COL(R) Braxton served as the Chief, Patient Administration Division for the Office of the Surgeon General (Falls Church, VA) as well as the Medical Treatment Facility Commander (CEO), McAfee U.S. Army Health Clinic (White Sands Missile Range, NM). COL(R) Braxton earned his Bachelor of Science Degree from Austin Peay State University in Health Care Administration. He received two Master of Science degrees from the University of Pittsburgh and Alcorn State University as well as an Educational Specialist Degree from Mississippi State University. Additionally, COL(R) Braxton is a graduate of the United States Army War College, Carlisle, PA where he received a Master’s Degree in Strategic Studies. COL(R) Braxton is licensed as a Chemical Dependency, Addiction, and Mental Health Practitioner as well as a School Counselor (K-12). He is certified as a Licensed Professional Medical Coder. He is a member of the prestigious Order of Military Medical Merit and the recipient of the 9A Proficiency designator, which signifies the highest level of professional achievement within the Medical Service Corps. COL(R) Braxton serves on the Board of Directors for the Army Medical Department Museum of which he was the first active duty service member to be appointed to this position.

COL(R) Braxton's goal is to contribute to the development and academic advancements within our pluralistic society while making a positive difference in the lives of individuals, families, organizations, schools, and communities. COL(R) Braxton is pursuing his Doctorate Degree and he is committed to research-based solutions to high-leverage problems of practice within the FSHISD. He has an ardent love for motivational speaking and writing. His first book is scheduled to be published early next year.

Mr. Willie E. White is a Management Analyst for the Installation Management Command (IMCOM), Fort Sam Houston, TX. He oversees the corporate civilian training budget Spend Plan and the IMCOM Academy Budget of $11 million, which supports 75 Army bases and over 750K civilians globally. Appointed to the Fort Sam Houston Independent School District Board of Trustees in September 2015, Mr. White has served as the School Board Secretary, Vice President, and President. Additionally, he serves on the San Antonio Chapter of President Barack Obama’s “My Brother’s Keeper” initiative, the San Antonio Chapter of the National Association for the Advancement of Colored People (NAACP), and the National Caucus of Black School Board Members. Mr. White holds a Bachelor of Science in Management and a Masters of Business Administration (M.B.A.) from The University of Phoenix. A staunch district advocate, Mr. White is committed to safeguarding and sustaining high-quality education for all military children while serving the Soldiers and Families of our “Wounded Warriors” to ensure that no service member’s child is left behind.

Dr. LaToya E. Sizer, a native of Illinois, is the Chief of the Institutional Training Branch, Headquarters, US Army Installation Management Command on Fort Sam Houston. IMCOM is the Army's home, serving Soldiers, Civilians and Families at 79 installations in 17 time zones across three continents. Dr. Sizer leads a team of instructor writers, institutional training experts and a facility manager who help the Installation Management Command's 70,000-plus workforce become better leaders. Dr. Sizer's branch manages and executes the Garrison Pre-Command Course, Army Senior Commanders Course, The Service Culture Campaign training program, The Game Changer soft skills program, Civilian Education System, Army Training Requirements and Resource System, state-of-the-art IMCOM Training Center and a host of other services to ensure the command's installation management professionals are trained and developed. As the newest FSHISD Board of Trustees member, Dr. Sizer has fulfilled a dream of expanding her goal of being a lifelong learner, educator and supporter to military families. She was appointed to the board in April 2022 and is committed to doing all she can to make sure FSHISD children become whatever they want to be. Prior to her current position, Dr. Sizer served as the Director, School of Installation Management and as Senior Strategic Communication Officer/Public Affairs Supervisor at HQ, IMCOM. Throughout her Army tenure, she served as a public affairs professional and educational leader, rounding out her career as the first Command Sergeant Major, first woman, first print journalist, and first African American of the American Forces Network-Europe's 63-year history. Dr. Sizer is a Doctor of Philosophy in Educational Leadership (magna cum laude), and is enrolled in the Executive Education Program at University of Virginia's Darden School of Business. She is also a member of the Alamo City Leadership Executive Board and is dedicated to serving both the federal and local communities. She is also an inventor, an avid reader/writer, has completed 11 half-marathons, and enjoys cooking, gardening, and interior design.

Member Selection Process
School Board Selection Process

Fort Sam Houston ISD is one of three districts in Texas whose boundaries are coterminous with a military installation. (The other two are Lackland ISD and Randolph Field ISD.) FSHISD falls under Texas rule, as all other public school districts, and not under the U.S. Department of Defense. It does not have any taxing authority and is represented by a five-member board instead of the usual seven.
 
To be considered for a position on the FSHISD Board of Trustees, a person must be a registered voter in Texas and live or be employed on Fort Sam Houston. Enlisted military personnel and military officers may be appointed to the Board; however, a majority of the board members will be civilians, and all may be civilians.
 
The FSHISD Board of Trustee (BoT) Selection Panel is facilitated by the Installation School Liaison Program Manager (SLPM) and directed by the Procedures for Appointment to Board of Trustees approved by the 502 ABW/CC in July 2023. When a board vacancy occurs, announcements are widely distributed through Public Affairs, installation agencies/units, Command and Senior Enlisted Leader channels, and official social media pages. A panel of installation representatives selected by the Child & Youth Services (CYS) Flight Chief and vetted/approved by the 502d Force Support Squadron Director, interview applicants and make a recommendation to the installation commander. Applicants are evaluated based on criteria from TEC 21.041(a) including availability to serve as a trustee, community involvement, objectivity, fiscal competency experience with budgetary matters, experience with public school education and likelihood of serving entire two-year term. Once nominee recommendation(s) are approved by the installation commander, the nominee packages are sent forward to TEA to include in the State Board of Education (SBOE) quarterly meetings for final approval and appointment.   
 
Public school board members are citizen leaders who provide a critical service to education. They have one of the most important volunteer jobs in the country and face the toughest challenges. They spend many hours meeting training requirements, adopting policies, hiring personnel, recognizing programs and staff, attending school events, and all the time focusing on student achievement.
